[Carbon-dev] Freeze dependency versions for next release

Today, I see that the nightly build has broken due to XML schema version
problem.

I think it is time that we froze dependency versions. We need nightly packs
to verify stuff daily, specially with Stratos.
We cannot afford the dependencies to break our stuff at this moment.
