Steps to recreate:
--------------------
1. Stop the server from the monitor tool.
2. Start the server from the windows wrapper


Issue:
------
If you check the Monitor tray after the above step 2, the start icon still appear enabled while the stop appears disabled.
Shouldn't this be other way around.
