The first (and hopefully the only) task is to make the Dashboard populator
tenant-aware. Please have a look at what I've done for the Gadget Repo
Populator of GS.

Basically you need to call the registry population code, each time a tenant
registration happens. Then you have to make sure the permissions are set
correctly.
