[Stratos-dev] Lazily creating tenant AxisConfigurationts & loading tenant artifacts

Folks,
The current stratos deployment is eating up loads of memory & temp file
space. So, I suggest that we load the artifacts only during the following
situations:

1. First request to a tenant artifact
2. First time tenant login

If the tenant has been inactive for, say, 5 or more hours, we can undeploy
that tenant.

Thoughts welcome.
