The State Regional Development Agency (VRAA), a Latvian government agency established in 2009, plays a key role in the country's e-government development. The agency works on various initiatives set by the Ministry of Environmental Protection and Regional Development (VARAM). These initiatives focus on developing Latvia’s e-government infrastructure, implementing electronic procurement systems, and managing state, EU, and other financial instruments for regional development projects.
VRAA plays a key role in ensuring the availability of e-services on the government portal (https://latvija.gov.lv/), designed to simplify public service access for residents, foreigners, and entrepreneurs. It provides user-friendly information about various services and enables secure electronic communication to interact with government institutions. The agency previously relied on a self-made web request service for data exchange, but this system's limitations hampered efficiency and scalability. To address this challenge, VRAA implemented WSO2 API Manager as its new data exchange platform.
Over the first half of 2024 alone, the portal was visited by 890,000 unique users and 42,000 legal entities, which translates to over 110 million transactions processed through WSO2 API Manager. These users leverage the portal's versatility to access e-services offered by 22 institutions. Notably, the portal facilitates a robust ecosystem with over 40 institutions publishing APIs and roughly 100 institutions subscribing to them.

VRAA implemented WSO2 API Manager as a central platform to streamline data exchange between Latvian institutions. The platform functions in two key capacities:
VRAA deployed WSO2 API Manager in a multi-data center environment with eight virtual machines. This included four gateways, two traffic managers, and two portal machines. They also implemented a custom OAuth2 solution, with a self-made relying party portal for enhanced security and control.
