Revenue Services Lesotho (RSL), an operationally autonomous institution, assesses, collects, and manages revenue for the Government of Lesotho. Established to enhance revenue collection efficiency and effectiveness, RSL administers and enforces revenue-related legislation.

Beyond its core mandate, RSL offers tax assessment and collection, customs and excise management, taxpayer registration, digital platforms for e-filing and e-payments, taxpayer education, and advisory support. These services ensure compliance, transparency, and accessible delivery for individuals and businesses across Lesotho. Challenge

RSL encountered significant challenges in maintaining and scaling its service architecture due to fragmented, disparate systems lacking unified integration. Consequently, critical tax processes, such as manual value added tax (VAT) registration validation against tax identification numbers (TINs), caused delays, inefficiencies, and reduced user satisfaction. The absence of standardized integration hampered internal operations and communication between critical services, limiting RSL’s ability to seamlessly share data and collaborate with external partners like government ministries, banks, customs agencies, and third-party providers.

Furthermore, multiple applications within RSL—including tax management systems for VAT, PAYE, and income tax; customs and excise systems; e-tax and e-payment platforms; and internal HR and finance systems—operated with separate, siloed authentication. Each system managed logins and user access independently, increasing administrative workload and hindering consistent user management across platforms. This fragmented approach fell short of modern identity and access management best practices, ultimately reducing the organization’s flexibility and agility to respond efficiently to evolving needs.

Solution

By implementing WSO2 Integrator and WSO2 API Manager, RSL established a centralized integration layer that enabled seamless, secure, and scalable connections between data streams, backend systems, and databases across its array of tax services. This ensured real-time synchronization of tax data from various sources, automating critical tax processes and significantly reducing manual workload. As a result, RSL was able to improve service delivery and operational efficiency while supporting standardized, secure data sharing with external entities such as customs offices and other government institutions.

With the need to strengthen its identity and access management, RSL implemented WSO2 Identity Server to replace fragmented, siloed login systems with a centralized single sign-on (SSO) solution. This enabled centralized user authentication, authorization, and access control across multiple internal applications, enhancing security, ensuring compliance with modern IAM best practices, and improving overall user access management and administrative efficiency.
