Overview
The National Information Technology Authority – Uganda (NITA-U) is an autonomous government body established in 2009 under the Ministry of ICT, tasked with coordinating, promoting, and monitoring IT development across Uganda. With a vision to transform citizens' lives through effective eService delivery, NITA-U has led Uganda’s digital transformation journey particularly in building a robust digital government infrastructure.
NITA-U has laid the foundation for digital service delivery by deploying a national fiber optic backbone spanning 4,300 km and expanding, establishing green transmission sites, rolling out public Wi-Fi, launching a sovereign government cloud, and hosting over 300 government applications in a centralized Disaster Recovery Center. The organization also oversees cybersecurity, IT regulation, process reengineering, shared services, and the development of critical cyber laws including the Privacy and Data Protection Act.
In essence, NITA-U is both a service enabler and a regulator, responsible for building secure, scalable infrastructure that facilitates inter-agency collaboration, service delivery, and innovation.

Challenge
Uganda’s public sector faced significant challenges in delivering efficient, citizen-centric digital services, especially to rural communities where smartphone and internet access remained limited. Government operations heavily relied on manual, paper-based processes resulting in slow, uncoordinated service delivery that was very dependent on physical documentation. Ministries, departments, and agencies (MDAs) operated in silos with limited real-time data sharing, while legacy infrastructure further compounded the problem. Many systems lacked APIs and continued to rely on outdated tools like Excel.
Integrations between entities were mostly point-to-point and custom-built making it expensive, fragile, and difficult to upgrade. Data was frequently shared via flash drives, emails, and SMS, without any centralized governance or security oversight. These inefficiencies not only hampered the government’s ability to serve its citizens effectively, but also limited innovation across key sectors such as banking, insurance, and fintech.
With this, there was an evident need for a unified, secure, and scalable integration platform that was essential to break down institutional silos, standardize data sharing, and enable real-time access to government services.
Solution
To address the fragmented digital landscape and enable secure, real-time service delivery, NITA-U launched UGHub, a National digital integration platform built on the WSO2 platform. NITA-U selected WSO2 as its platform of choice owing to its flexibility, open architecture, and strong support for interoperability. Having launched in 2021, UGHub serves as the integration backbone for Uganda’s digital government ecosystem powered by WSO2 Integrator, WSO2 API Manager, WSO2 Identity Server.
WSO2 Integrator serves as the foundation for seamless integration across 150+ public and private entities, including ministries, regulators, banks, utilities, and telecom providers. Systems that once operated in silos can now securely exchange data through a standardized integration layer, eliminating point-to-point inefficiencies and accelerating service delivery.
WSO2 API Manager, enabling organizations to expose and consume APIs in a controlled and secure manner. APIs published through UGHub are centrally governed, reducing duplication, ensuring compliance, and allowing agencies to scale new digital services rapidly.
WSO2 Identity Server is pivotal in delivering secure, federated authentication and identity management across the UGHub ecosystem. By implementing standards-based IAM, UGHub ensures data is shared only with authorized entities, maintaining trust in digital transactions at national scale, further enabling eKYC (electronic Know Your Customer) checks, cutting identity verification times from days to seconds.
UGHub will power a growing suite of eGovernment services, including a national citizen portal or “super app” that consolidates services such as driving permits, identity issuance, licensing, and more. Plans encompass an expanded use of adaptive MFA, passwordless authentication, API monetization, data dashboards for executive decision-making, and greater citizen participation through mobile and USSD channels.
Results
- Seamless integration of 150+ entities: UGHub now connects more than 70 government institutions and 80 private sector organizations from ministries and regulators to banks, utilities, and telecom providers enabling secure, standardized data exchange across the economy.
- Real-time connectivity across core national registers: Systems such as the Revenue Authority, National ID Registry (NIRA), Judiciary, Police, and Land Office seamlessly interact in real time, eliminating delays and manual coordination between agencies. A striking example: driving licenses now take just 30 minutes to issue, compared to several days before.
- Legacy systems transformed, not left behind: Even institutions reliant on outdated systems like Excel were brought into the national integration ecosystem using custom-built APIs extending the power of digital transformation without costly system replacements and ensuring no agency is excluded from progress.
- A truly “One Government” experience delivered: What once required fragmented, paper-heavy interactions with multiple agencies has been replaced with a unified, digital government experience. For citizens and businesses, services are now consistent, transparent, and reliable, fostering unprecedented levels of trust in government and a step toward a truly digital nation.
