Overview

The Swiss Federal Supervisory Authority for Foundations (FSAF) ensures that foundation assets are used for their intended purpose, as mandated by Article 84, Paragraph 2 of the Swiss Civil Code. The authority also adjudicates petitions and formal complaints from third parties concerning a foundation's legality or its board's conduct. It oversees more than 5,000 nationally and internationally active foundations.

By embracing technology and fostering a collaborative environment, the organization was able to achieve substantial quality improvements, convert a significant portion of supervisory work to digital from paper, and enable electronic processing of transactions and supervisory measures. Challenge

Until 2021, the FSAF relied on a resource-intensive paper-based system. The growing number of foundations and increased audit demands necessitated a process overhaul. To modernize and streamline operations, the organization launched the "eFSAF" transformation project.

Integrating disparate IT systems and eliminating data silos posed a major challenge. WSO2 Integrator proved instrumental in addressing this issue.

Objectives

To successfully digitize its processes, the FSAF required seamless integration with the existing federal IT infrastructure. The goal was to create digitized workflows across different systems without disrupting data flow. The eFSAF digitization project aimed to:

  • Convert supervisory work to electronic and automate processes.
  • Enable electronic processing of transactions and supervisory measures.
  • Promote standard solutions and adhere to the "once only" principle.
  • Introduce risk-based supervision.

Solution

The eFSAF specialist application, built on the Acta Nova business and case management platform, integrates systems like SAP (financial accounting) and EasyGov (government portal). Acta Nova became the central hub for digital supervisory activities, connected through bidirectional interfaces. Digitalization encompassed paperless processes, including automated exchanges with external scanning and printing centers.

A cloud-based rule engine calculates risk values for foundations using data from Acta Nova. It generates preliminary assessments and offers a dashboard for analysis, optimizing resource allocation. WSO2 Integrator proved crucial for the following reasons:

  • Data Harmony: Seamlessly integrated data from Acta Nova, SAP, EasyGov, and other systems, ensuring efficient process execution with accurate, up-to-date information.
