The Fair Pricing for Governments initiative is a revolutionary, index-based pricing model designed to make world-class digital infrastructure accessible to every nation. By aligning technology fees with a country's economic reality, WSO2 aims to promote digital sovereignty and ensure that industry-leading software is not a luxury reserved for high-income nations.

WSO2 uses a transparent, standardized methodology anchored in the World Bank Country Income Classifications.. The pricing tiers are calculated using W3C government membership fees as a baseline:

Eligibility is limited to official government entities that are directly funded by taxpayers. This focus ensures complete transparency and program integrity.
  • Included: National, regional, and local government departments and agencies.
  • Excluded: Public-private partnerships (PPPs) and private sector organizations, even if they provide services to the government.

The initiative specifically applies to WSO2 subscription fees. While software subscriptions follow this equitable framework, professional services will continue to be offered at standard commercial rates. This allows WSO2 to maintain high-quality global support while making the core technology more affordable.

To provide long-term predictability for public sector budgets, WSO2 has implemented two key financial safeguards:
  • Exemption from standard uplifts: Participants are not subject to WSO2's normal price revisions.
  • Capped annual increases: Any price adjustments are strictly capped at 5% per year, allowing governments to plan their digital investments with confidence.
